When cool (now) the pedal feels tight. 
There is movement, but I wouldn’t say there is any “free play” as in the clutch pedal where the first 25mm is finger soft. 

Other times there is no play or movement at all

Barry the free play is adjustable on the push rod, it is only a matter of cracking the nut and screwing the shaft into the threaded section until you can move the pedal freely about 3mm at the master cyl. This can be done from under the car and checked by lightly pulling down on the pedal arm and releasing it, then tighten the nut.

That rod is “under” the master cylinder?
As in I need to disconnect it from the servo?

Barry is this the Bay or the T3? The rod goes from the pedal to the booster the master cyl is bolted to the booster. I have also seen a drum brake master fitted to a bay with disc brakes, the drum brake master cyl has a residual line pressure valve fitted and with use the pressure will build up in the system and bring the front brakes on.

Barry it is rare for the rod in the booster to need adjusting, usually it is the spring or someone has adjusted the rod from the pedal to the booster. You will notice that the main rod has been adjusted and there is a new master cylinder fitted which may have had a different depth in the primary piston.

OK - hopefully all sorted. 

Julian came over and adjusted rod to pedal. 
Bloody easy once someone has shown you. 

As said, I’m so use to beetles and never had an issue in T3

That YouTube threw me. 
Watched what Julian did. 

Will say, the “lock nut” was only finger tight on the rod. 
That may have been the issue. 

Don’t have much experience with Bays, and totally different to beetles. 
Never had an issue with T3
