Yes, of course. If someone in the US criticises their government they are not arrested. Simiarly if someone in Ruzzia criticises the US government they are not arrested either.

A 15 year old female patient arrives at her GP appointment suffering lower abdominal pains.
The GP suspects PID, (Pelvic Inflammatory Disease), so has to broach the sensitive subject with her patient.
She asks the young girl, “Are you sexually active?”
The patient replies: “Well, I reckon I am, but me boyfriend reckons I just lie there…”
