Should then be a matter of undoing the lock bolt and adjusting the height....carefully....the wheel and hub will move via gravity .....
If it's on a dropped, fixed beam.....you'll need to replace the beam itself to get it back up to stock.
Good theory with adjusters. Even tried a BIG hammer and could not get it to move a shmidgeon!
