Barry it is usually the lower end the cable flexes as the wheel is steeringĀ  wheel is turned, if the cable is too taught or a lesser quality cover on the outer cable splits allowing water into the cable rusting the inner cable which eventually breaks. It is very easy to not follow the original path of the cable with various results from flickering needle to cable breakage.
